HHSRS Methodology

A detailed walkthrough of our HHSRS assessment methodology — from pre-inspection desktop review through statutory hazard scoring to evidence-backed remediation. Every step follows the Housing Act 2004 Operating Guidance.

Assessment Methodology
01

Pre-Inspection & Desktop Review

Before setting foot on site, we compile property records, tenancy history, previous hazard data and vulnerability information to scope the inspection.

  • ▸Property file review: construction type, age, modifications and historic disrepair logs
  • ▸Tenancy history and household vulnerability assessment (age, disability, long-term health conditions)
  • ▸Review of any previous HHSRS assessments or enforcement actions
  • ▸Resident pre-contact letter and appointment scheduling with reasonable notice
02

On-Site Hazard Survey

A full internal and external inspection covering all 21 HHSRS hazard categories as defined under the Housing Act 2004 Operating Guidance.

  • ▸All 21 hazards assessed: excess cold/heat, damp and mould growth, falls (each type), fire, electrical, sanitary, water supply, food safety, structural collapse, etc.
  • ▸Photographic evidence captured per hazard with geolocation and timestamp metadata
  • ▸Moisture meter readings and surface temperature data for damp/mould hazards
  • ▸Resident interview to capture lived-experience evidence of hazards (e.g. condensation patterns, heating affordability)
  • ▸External inspection: roof, drainage, paths, structural elements and boundary conditions
03

Statutory Hazard Scoring

Each identified hazard is scored using the statutory likelihood × harm outcome methodology prescribed by the HHSRS Operating Guidance.

  • ▸Likelihood of occurrence assessed using the statistical tables in the Operating Guidance (class of harm I–IV)
  • ▸Harm outcome weighted by severity: Class I (extreme), Class II (serious), Class III (moderate), Class IV (minor)
  • ▸Hazard Rating Score (HRS) calculated: HRS = Likelihood × Spread of Harms × Harm Weighting
  • ▸Hazards classified as Category 1 (HRS ≥ 1,000) or Category 2 (HRS < 1,000) per statutory threshold
  • ▸Comparative scoring against the Operating Guidance benchmark properties for context
04

Report Generation & Remediation

Findings are compiled into a digital report with traffic-light risk summary, prioritised remediation schedule and full evidence trail.

  • ▸Traffic-light risk summary: red (Cat 1), amber (high Cat 2), green (low Cat 2)
  • ▸Prioritised remediation recommendations with indicative timescales aligned to Awaab's Law deadlines
  • ▸Full photographic evidence trail linked to each hazard and scoring decision
  • ▸Digital report delivered through the portal with exportable PDF for regulator or board submission
  • ▸Post-remediation re-inspection available to verify hazard removal and close out Category 1 findings
Scoring Methodology

How hazard scores are calculated.

The HHSRS uses a statistical formula to convert inspector judgement into a quantified hazard rating. Understanding this formula is essential for defensible enforcement and remediation prioritisation.

Formula
HRS = L × SH × W

L — Likelihood of occurrence: the probability that a hazardous event will occur within a 12-month period, expressed as 1/N.

SH — Spread of Harms: the distribution of outcomes across four harm classes (I–IV), each weighted by severity.

W — Harm weighting: Class I = 10,000; Class II = 1,000; Class III = 300; Class IV = 100. These reflect the relative seriousness of each outcome.

Classification Thresholds
Cat 1
HRS ≥ 1,000 — mandatory enforcement action required by the local authority.
Cat 2
HRS < 1,000 — discretionary action; remediation recommended based on severity and vulnerability.

Scores are benchmarked against the Operating Guidance's 26 example properties to ensure consistency and defensibility.
